Took me a minute to understand. Someone should recolor the Joker with a non-pale skin color to show how it looks because in my head it looks funny this mobster looking-guy showing up making threats with women's shoes.

More tanned. Outlines are a bit fucky on this one and I had to change the building behind him a bit because it was too close to the new skin colour, but I'm not doing an effort job for this

Probably was and overthinking an animation flub isn't worth the effort. It's a quick joke and they weren't concerned that kids would freeze the frame and start questioning continuity. There's a McFarlane figure based on the Timm design that has laces where you'd think they'd be.

The animation was originally a female character, they just put the Joker over it.

Back in those days, a lot of animations were reused, especially cartoons. Certain movements could be seen hundreds of places.
