It doesnt matter the reason, its still a mass shooting.
I guess, the term mass shooting just makes me think of one dude going off the rails.
The fact that we need subgenres for this shit is disgusting either way.
I still think your distinction is important. They are both tragedies of course, but it's important to know and understand the cause.

It's important in the sense that if it's "just gang shit" then people think it's less random, and so they have some agency to avoid it, which makes it less scary. They're also not in social groups even close to gangs, so it's not something that would ever happen to them.

Finally? Didn't Homeland Security or the FBI come out in the mid 2000s to warn that the most serious terror threat would be the domestic one?
And that they would be mostly right-wing folks, which has generally been true, in part because the bush administration deprioritized going after them.
There’s a scene in Justified and similar in some other shows in the years after 9/11. Marshalls are looking for help on some homegrown organized crime types and the FBI tell them “sorry boys if it ain’t about turbans or bombs in the sand we don’t have the money or time.”
We just sorta never stopped that after 20 years occupying and bombing the wrong country and now we have a goddamn nazi infestation again
