14700k if you don't need to do work with software related stuff, 14900k if you just wanna do everything.
13th gen doesn't have APO so forget about that.
Also 13700 is fine, no need for an upgrade at least for another 5-7 years.
Nothing should be bottlenecking generally either way unless you're running a demanding game at 4k or doing some processor-heavy stuff.
wait for the 15th gen so you could buy the newest motherboard possible and let it last for more generations to come although I really wouldn't worry much about how many gens it will last for as motherboards tend to last around 7 years.

Honestly I feel like I can compared the 13th gen to the Pascal architecture of NVIDIA's 10 series GPUs, both have great value, they perform really well in their generation, and it's overall fun to use.
In that case get a 10900k. 15th gen is gonna come out at some point in the near future then you can upgrade to that which means a whole new motherboard but your PC will be a lot stronger than your current build. 15900k is supposedly gonna have 40 cores.
How old is your computer?
14900K if you want to use your PC for multi-purpose
14700k if you are just using it for gaming
