I don't think it's illegal. The amount of citizen with access to enough wealth to own a car is just relatively low

Private car ownership is highly restricted. You only have access to a car if you are a party member, are conducting business for the party, or are well connected.

Their society is very localized and travel is restricted(you need a permit to leave your county), trains and bicycles are how you move about if you aren't walking.

Those roads are probably for police and military so they can arrive quickly in case of invasion or citizens becoming uppity.

Also why the US highway system was built, btw. The president who championed it, Eisenhower, was the commander of US allied forces during WW2. While there were other benefits, his goal was to be able to quickly transport troops in the event of a Soviet invasion.

Bomb railway

Oops looks like no more movement for the forseeable future until we can get engineers to fill the crater and rebuild the track to spec. If you mess up repairs, the whole train can derail and back to square 1!

Bomb highway

Oops looks like you have to go around the crater, that might add a minute to your journey. If it's really big, you might have to take a ten minute detour until we can slather some gravel and asphalt over the hole.

In Germany some sections of the Autobahn do double as runways for aircraft. The middle section has a dividing wall that can be removed if necessary. Afaik they are supposed to be used during war. I don't know if they are still being used except to test if new fighter jets are able to land and start again.
