I'm not sure that it would. Regarding other groups developing reusable launch vehicles, he's said "do it" on multiple occasions.

Yuanxingzhe-1 will be in a similar category to Falcon 9, and SpaceX are already developing Starship, which would put Falcon 9 out of business if fully reusable.

Also, the Chinese and western launch markets don't currently overlap that much, so Chinese launch vehicles don't pose as much of a threat as those from Blue Origin, Rocket Lab, or Stoke.
