Relatively speaking only. Responding to tariffs that hurt consumers in both countries with more tariffs so consumers of both countries hurt WORSE is not a solution.

The only way to win for the governments and people of China and all other countries is to stop trading with the US as much as possible. An outright trade embargo would be a good idea for once.
