The address leads to National City Christian Church, but they rent to the "World Service Authority" which is run by someone named Gary Davis (not the excellent blues artist Rev. Gary Davis). Their site is at worldservice.org

According to Wikipedia, the current president is attorney David M. Gallup. Can't find anything on him but I didn't look too hard.
