I agree duplicate accounts can and will be an issue, but I believe that donor-only voting is not the answer.
Although, if someone gives me a substantial donation, I might be convinced otherwise... /s
I agree they should be secret, but I can't think of how they can be made that way cleanly without using a service external to Lemmy.
Personally I can't think of how voting can be done cleanly within just Lemmy yet. It seems like there should be a special type of post developed for it.
I see a couple issues with your proposal. Actual discussion can either drown out the options to be voted, especially the ones that are being downvoted. Second, the snowball effect would be even worse than comment-based voting, as the earliest upvoted options would be on the top of the thread.

I initially voted the other way, as I don't agree with the content there, but I didn't think that defederating should be our first action. I still believe that, but this instance has now proved to me that it is extremely toxic. See this post: https://lemmy.world/post/747912
And additionally, many folks will use the fact that we do not defederate from such a community as justification to defederate from us.
I, for one, wouldn't have joined this instance if it wasn't blocked.

To explain my vote, which remains the same after gaining clarification.
While I don't think we should be too quick to defederate instances, I believe Lemmygrad is an important and symbolic one. Many folks including myself have concerns about even using Lemmy due to the political viewpoints involved in its creation. Defederating that particular instance says something, to those who join and to those who are a part of the community.
