This is explained in the comment section on videocards I suggest you go there.
They will never release a 5950X3D there was a prototype floating around and the dual ccd cause issues with the gains you see from the cache.
So it was axed.
You would need a new cpu cooler unless your current one is am5 compatible.
i've owned cards before polaris but I did 580-6800XT-7900xtx and I agree worth it.
damn 3-5 years we will be on DDR6 at that point while you still be rocking a DDR4 system.
Also not happening would require too much Voltage to hit 5Ghz and vcache is sensitive to that.

Good thing i'm still on windows 10 and staying on it until 2025. Have avoided all of these issues.
