It’s not clear why Homeland Security officials still decided to send a release making that claim.
What's "not clear" about it? They sent out a press release making that claim because they're dishonest sacks of shit with an agenda, and that claim served their agenda.
It's not complicated or even surprising - it's just standard operatong procedure for the Trump administration.
