No, it's a single word which could have feasibly been said by anybody involved in this story, and there's no way to tell because the headline doesn't attribute the quote.
It's editorializing, not a quote.
It quotes the child in the article. I'd suggest reading it before commenting on it.
That's not how quotes work. You can use individual words from someone as a quote. The number of words doesn't matter when you're quoting someone. You don't have to quote the full sentence. It is not uncommon.
Plausible deniability to not get sued by not themselves making the claim but instead quoting the victim. A lack of integrity from the editors.
I say this without a hint of irony or exaggeration, but literally every single news article I've ever read that has mentioned Uttar Pradesh, has been about a rape occurring there, almost always involving children. What the fuck is happening there? Is there seriously such an unchecked rape epidemic going on, or are UP's rape cases somehow being overrepresented in their media?
It's the most populous state while also being one of the least developed in terms of economics, education, industry, and institutions.
There's inherent bias to what the typical audience is expected to care about, so yes, salacious stories will be what breaks through more, rather than say people deploying renewables or having a literacy initiative.
At the same time though, there's way too much crime and exploitation going on, largely due to the reasons above. So it's both.
To give some perspective on how overcrowded it is, ppl talk about how California would have the 5th highest GDP if it was a separate country. Uttar Pradesh would have the 5th highest population if it was a separate country.
Despite it's high population, it has no industry except agriculture and doesn't have a single large city. Its largest city and capital only has 4 million ppl. Bangladesh has 70% the population of Uttar Pradesh but its capital, Dhaka, is over twice as big. And Bangladesh is considered rural and poor.

No arrests "made yet", but a case has been opened, like you'd expect anywhere else. Investigations come before the arrest.

I tried a purchasing power comparing website since goods and services are cheaper in India and salaries are lower. It says the purchasing power of 500,000 INR in India is equivalent to the purchasing power of $24,700 USD in the US.

Does this article deserve more upvotes and attention than it has currently? Yes. There should be more attention paid to the case and issue broadly, and more pressure to prevent these things from ever happening. So you can stop typing that reply now. I have no problem highlighting gender inequality and crime in India, as it's the only way to improve from what's currently in place.
Did 26 people getting shot to death in a terrorist attack in India last week garner this much attention, or upvotes? No, not even half as much. To me that smacks of implicit biases that deserve mention and questioning.
