EDIT: This was solved by manually enabling ring to down bin.

I have a 14900K and a Z790 Aorus Master X. I wanted to try limiting my ring frequency to 4.5Ghz to do some testing, but when I set the limit, my effective clocks will drop significantly (Around 1Ghz all cores) and my voltage actually goes up under load (OCCT, R23, ect). Without a limit, the ring stays under 4.5 under those specific loads so I don't know why the limit is throttling my CPU. I've tried ring to core offset and that didn't do anything either.

Does anyone know if I'm missing something so capping the ring doesn't also mess with my cores?
