No way to know, really. Perhaps Tesla is concerned the protest might get too rowdy. They might be paramedics perched atop the building, watching like hawks, ready to deliver medical care up to a range of hundreds of yards at thousands of feet per second.
The protesters need counter medics then, so everyone is safe in both sides

If I worked at a Tesla dealership, and there was a protest outside, I might go up on the roof so I could keep an eye on things without being involved.

I worked at a big box store for a long time and i'd frequently chill on the roof. You needed sunglasses because in sunny weather it was very bright up there
