The actual product they’re developing (not available for purchase yet) is a vape that does the opposite, to help you get off of vaping.
But for an innovation contest, they reversed how it works. It is way funnier and more attention grabbing this way. AFAIK there are no plans to ever commercialize this version.

It was made for a tech competition as a joke. Originally it was designed for quitting vaping but they thought it would get more attention in the competition if it was "evil" so they made it evil.
And then we laugh and go, "What a sick and crazy idea and by pointing out how crazy it is, society will learn not to do this."
And then a decade later, you'll see it in stores.

What they actually should do is this but the other way round. The thing dies when you puff too often, with the time you need to pause between sessions in order to keep it alive getting longer and longer. But monetary value behind this is way smaller, so it's not going to happen.
