I guess the 600,000 sacrifices in Ukraine don't count since they were sacrificed for greed and blind nationalism instead of rain.

No, that's not nearly enough, tell them they need to sacrifice another 10m but they'll have perfect crop yields.

Just tell them they have to be sacrificed on the Russian soil in question.
