What was the universe where distant planets were used as conc camps? Red Faction? Riddick?
I'd say Red Faction fits the bill better. They just took them to Mars under the false pretense of work and pay but they beat them when they got there.
If I recall, the prison planet in Riddick was man-made. Wouldn't be the first time I was wrong today though.
