Things haven't gotten bad enough for the people crazy and competent enough to take care of the problem to act.
Once they lose all of the money the government gives them (Medicare, Medicaid, VA benefits), they'll be more likely to act.
I do want to note that I'm not saying that being a veteran means you're crazy, there's just enough overlap to make it worth mentioning.
