That's $47m over 5 years! $9.4m per year. There are 95,842 picnic schools in the US... That's a whopping $98 per school per year... Thanks? I guess?

Picnic schools are rough we had a bear in our area that would keep stealing the baskets.
Do picnic schools serve lunch on the lawn? That actually sounds kinda fun.
To address what was actually said I thought it said billion with a B. 47 million is insane.
It's better than receiving nothing at least.
This doesn't even reach that bar, in my opinion.
