It was a provisional victory for the Biden administration, whose climate initiatives have been stymied. A challenge to the rule at issue is still moving through a lower court.

I'll note that a Trump administration would likely repeat its previous actions, and roll back these rules.

When a horse dies in the Wyoming backcountry, sometimes the best option is to blow it to pieces so it won’t attract grizzlies. In Wyoming right now, the U.S. Forest Service says the fire danger is too extreme to explode any dead backcountry horses.

My impression is that this is a PR push, designed to avoid having to invest in renewables, and let them keep on burning gas and coal, rather than something likely to come to fruition.

It's definitely possible to get a lot this way. It probably can't do enough, fast enough, on its own though — it will take government forcing the transiation to happen. Otherwise, we'll get the energy equivalent of whale blubber being turned into margarine in order to keep the whaling industry profitable.
