It is abuse of the substance, but a slightly different meaning of "abuse" - more literally "ab-use" or "mis-use". Substance misuse is an often-used synonymous phrase, I guess to clarify this exact point.
Wow, I played it very very early, while they were just starting to introduce the concept of missions at all. It seemed cool then, sad to hear it's got worse.
