Actually found a repo that is trying to take existing licenses and add what you're wanting: https://github.com/non-ai-licenses/non-ai-licenses. No idea if it would stand up in a court.

Doesn't help that the US uses first past the post voting instead of ranked choice. You usually have to pick who you hate least, rather than who you like most.
