You almost got it. It's not real money it's control of their companies. If they were forced to sell off a percentage of their unrealized wealth then say goodbye to their companies because typically their stock control allows them to make the decisions that make the company successful. Also how can you tax wealth? It's a ridiculous idea to give up 10% of your money every year forever. Nobody would be able to retire.
That's the rub, isn't it? We used to have mental institutions and then we got rid of them because it didn't look good but what happened to the crazy people? They didn't just become not crazy. We need some way to manage people who are mentally ill instead of just abandoning them on the street. Putting them in shelters with other people or in homes which they may well destroy is not an answer.
The kind of people who are chronically homeless might as well be commited as they're more often than not mentally ill, or need massive counciling to bring them back into society.
There's two options. You do what they did and some people can't stay in homes. You do what California/New York did and you get people causing massive problems for the people who actually own the homes.
