Maybe it's a fairness strategy? Rather than show everyone the same list so that only the top 3 get all the clicks, they rotate them to spread the traffic.

That's the median and mode. The average would be slightly more. If 2024 turns out to have the exact same number of murders as 2023, then $50,000/19,252 ≈ $2.60 per murder.

Yeah, 3 levels. They vaguely communicate how much support the person needs with one being the least support and 3 being needing relatively the most.
