The 14th gen is the disappointing one and the 15th gen is the interesting one
Depends on the game, but probably not. X3D is also worth considering for gaming since you'd be getting a new board and DDR5 anyway, and depending on your case and cooler preference it may make more sense to go that route.
If you're fine then you're fine, but that CPU is definitely holding back a 4090 in some scenarios.
Even with a 14900K you could still find yourself behind a 7800X3D, so what's the point?
Also, how are you even CPU limited right now? Just get a better monitor, that's likely the real bottleneck
