Why is my 13900k only scoring 26k-27k in cinebench r23? My power consumption seems fine and sits around 240-250W, temperatures could be better but aren't terrible (around 90°C). I have already installed newest z790 hero bios from asus. What can be wrong?

Always mention your whole PC specifications so that it's easy for everyone to try and diagnose and give suggestions, as it could anything from thermal throttling to power limiting scenario, so we may never guide you without knowing the specifications like what cooler or PSU or RAM you have that could also affect your scores a lot.

My specs are: CPU: I9 13900k GPU: Asus Rtx4070ti MB: Asus z790 hero CPU cooler: Kraken 360mm AiO RAM: G.Skill Trident Z5 RGB, DDR5, 32 GB, 6400MHz, CL32 PSU: BeQuiet! Straight power 11 750w SSD: 2x Samsung 500gb 970 EVO plus

There isn't wrong with any components you have mentioned here, I hope you have enabled XMP in the bios if not it will cut down some of your performance, also that AIO more than sufficient to cool even with unlocked power limits, when you run the Cinebench just keep the hwinfo running at background and just check the core clocks of both P & E cores and see how much does it settle into.

The PSU will have absolutely no impact on any benchmark score. It either supplies enough power or it doesn't and shuts itself off.

Also, Cinebench specifically is not very sensitive to RAM timings or speed.

Post a complete screenshot of HWInfo64 while benchmark is running.

Donwload intel xtu and go to advanced tab. While running cinebench there is a graph there that shows various info. It also says reason of potential throttle (current throttling, tdp throttling, thermal throttle, etc.)

Also, are you sure you are not running anything in the background that is eating cpu resources?

Yes they are set to 4kW. I don't think it is limited or throttling in any way. At least from what I can see in Intel XTU or HWInfo.

What about cpu frequency clocks? Are you reaching expected clocks?

I haven't set up any temperature limits and none are turned on.

You should be at 35k with stock settings

Could be programs running in the background. Make sure everything is turned off including the Nzxt software

35k is actually below what is normal for stock. 37-39k is normal for 253w limit. if your getting below that something is running that is eating resources or thermal throttling hard

Your PL1/PL2 limits don’t appear to be taken into account, though they have indeed been set to 4k W ; at least that’s the reading here.

The power usage you hit show that you are hard capped to the stock PL2 (253W). Either the board has it hardlocked (I doubt it), or there’s another setting that overrides the limits set in the BIOS, or it’s bug of the BIOS.

Without delving any deeper into this, I would first try to tweak the PL1/PL2 limits drastically lower in the BIOS (say 100W for both), to see if they are taken into account at all. Check the reading in HWInfo while Cinebench runs to see if they are followed. If they are, set them to more "reasonable" values (say 500W) and see if that changes.

Someone else might have a more specialized input and might know exactly what makes the system default to the stock PL2. In which case disregard my trial-and-error approach.

Why your ecores are running at 1.4Gz? My 13900HX(Mobile) CPU score 29000+. Your performance is handicapped by your ecore speed. Any ecore regulator like bios or software? Also Please check your PSU and cabling as power consumption is low.

All is good now, it was problem with windows and bios limiting power and clock speed.

I'd guess the problem is this:

An unconstrained 13900k will easily draw >350W. (See this link for power levels and this link for corresponding Cinebench scores.) Remove the power limits and test again, and keep an eye on your thermals. If your temps at stock power levels are already ~90C, then thermal throttling might be your next roadblock once you remove the power limits.

Can you post more HWInfo screenshots with more stuff displayed? For instance, can you expand the Core Clocks and Core Effective Clocks drop-downs and take another screenshot when running Cinebench?

I'm a little out of my depth here, but if I'm reading the screenshots right, your P cores are running at ~5.5GHz (which is good) but your E cores are running at ~1.4GHz (which is really slow). Have you changed any settings manually? If so, how did you change them?

I think the mystery is solved I get now 38k in r23. For some reason HWInfo was showing wrong max power limits. I had to change IccMax to 500A (I will decrease it later) and also I had to change Windows power plan to balanced instead of performance. I'm very grateful for your help everyone.

If you carried over the Windows install from another chipset motherboard, you should reinstall the Chipset INF utility and also reset your Windows power plans.

No, I have a fresh install of windows 10 on my PC, so that wasn't the problem.
