In a completely unsurprising turn of events, the atf decides to fuck over law abiding citizens by arbitrarily changing how they interpret rules in order to make people into criminals

It seems to come down to use, which is usually not a known or a primary offense until after an investigation has been warranted.

So it will most likely just add to existing charges and sentences than be the origin of new cases.

The Department of Treasury, Internal Revenue Service, or BATFE?

Or the transfer of BATFE from Treasury to DoJ by Bush with the establishment of Homeland Security?

The lineage and incarnation of the agency in questions got a lot of nuance there.
