I'm on Beehaw but it doesn't allow me to create new communities. Any alternative?

It seems to me that people from other instances can still downvote things on instances that don't allow downvotes anyway, is that correct? It looks to me like I can downvote things on beehaw, but maybe that's just the interface it shows me and in the background it does nothing..?
