Hi!

I recently had a power shutdown after a thunderstorm. It wasn't particularly violent but it did seem like lightning struck in the vicinity. I've seen much worse in the past but it apparently melted a fuse in the protection we have here for the first time in 30 years.

Now this is for context, but I can't say I am a hundred percent sure it is related to my issue. My computer was on at the time, I believe, but I am not sure. It may have been in sleep mode, but I don't know for sure. I have a surge protector.

Now onto the issue: it seems every time I boot my computer, I suffer from pretty bad lag. https://packetlosstest.com/ gives me around 24% packet loss. It seems limited to this computer, and the others are doing fine on the network. I've tested wifi, wired, it all seems to be coming ONLY from my computer.

The first time I solved the issue, it happened by executing "sfc /scannow". It did apparently fix corrupted files, but again, that may be unrelated. The next time I boot my computer, the same problem is present, and System file checker does nothing.

The way I've been fixing it since has been to disable the network adapter and re-enable it. Packet loss disappears in the test. No more lag.

So I'm not sure what to do from here. I've done DISM /Online /Cleanup-Image /RestoreHealth, I've updated the network drivers. It makes no difference. What is happening?
