It might just be the lighting in the photo, but the coiled wire sitting on the top metal shelf appears to be thinner and darker than the coax cables running down to the splitter. Could it be Cat 5/6 cable?

You basically have no networking as there are no network cables. The bracket in the upper part could be used to terminate network cables running to your rooms.

The white cables are coaxial, used for tv-signal.
