i have over 1,000 games downloaded onto 2 separate external HDD's. i have yet to build my PC but wanted to get this process of downloading games over with. 1 HDD is 5TB and the other is SSD with 500GB. As you can imagine i have run out of space. My PC I'm building is going to have a 4TB SSD. my question is what the best way to store such a massive library?

App wise i'll be using playnite to access it all.

Should i keep my games on external HDD and only install them to my internal when im ready to play?

Or install a 10+ TB HDD?
