So as the tittle says, I've started having this issue where my cpu will reach max utilization when playing certain games. This usually comes with massive input delay which makes it annoying to play. I figured it would be the cooler/thermal paste. So I bought a new cooler and even tried replacing the thermal paste on the stock cooler but the issue persists. I do have a fair amount of things running in the background but in the past it hasnt been an issue.

Im running a HP Omen Obelisk 25L with some upgrades, 4070 Super, i7-9700k (Stock CPU), 48GB DDR4 etc. The thing is, my pc is pretty old (I've been using it for around 5 years and it usually stays on, I'm now wondering if possibly my cpu needs replacement? I haven't installed the new cooler yet but I dont think it would solve the issue. Thank you
