What has all the tens of billions sent to Ukraine been doing if Russia's "low-bar to clear" military is getting stronger? Does western artillery upgrade whatever it hits?

It is a success for US ruling class who get all the juicy US govt contracts on arms and everything else needed for war, and get to buy whatever remains of Ukraine for peanuts, and get to deindustrialise and vassalise EU for their capital expansion.
