I have a laptop (not a gaming laptop, but a good one, it’s no pushover). It’s always had crappy download speeds for games. And steam always downloads like this. Just cranking for a few seconds, and then bombs.

Why? What is happening? Can I fix it? Also, Ethernet doesn’t seem to work.
