MOST countries enforce a neutral expression.

The person at the DMV was confused why I was staring blankly (actually not, just a neutral expression) when taking a photo for my license. She told me that it’s ok if I wanted to smile. It’s weird how you’re allowed to have a non-neutral expression on driver’s licenses in the US.

The funny part is that this is an "unnatural expression" according to this gov website.

I wrote it in the description but people seem to miss it.

It is an unnatural expression though, a natural expression would be how your face looked without you trying to change anything. ie. a straight face

I think this comes a translation/wording issue. They probably mean a “neutral” expression, which is what your comment describes. I’d think of an “unnatural” expression as an exaggerated smile or something else off putting
