The situation is REALLY bad. It cannot be extinguished now, it burns a very dense and tall forest in a mountainous area. They just try to minimize property loss etc right now, although neither does this go well...

Of course they flee on roads. Far faster way of escape than taking a hiking trail or a bike path.
