I haven't heard about that issue in a while, but I feel like it is related to FPS, I think.
Like the rate at which enemies fired originally had to do with the available FPS, and if you have an extreme FPS with your gaming setup, it being tied to that makes it bad news bears.
But admittedly, this is from a memory that is probably more than 5 years old, and at this point is more than shortly and accurate. Take with a grain of salt.
Correct, AI updates happen every frame in the older games
Higher frame rates cause the AI to update at a higher rate which makes them appear more aggressive than intended because they’re making more decisions in the same amount of time
