Maybe in some cases, the party changed since they joined, and it’s a bipolar electoral system that effectively kills splits.

They dont want to be hammered on killing "the border restriction for foreign aid" bill, so they are approving the foreign aid part to have something to point at in order to deflect.

In ridiculous happenstance, they give Democrats what they wanted to begin with in order to deny Biden an election year win on the border. In order to get Republican votes by drumming up border fear, they voted down a Republican bill that would have "fixed" the border.
