Bot accounts were creating nonsense communities. It has been disabled until further notice.

You can create one on other instances if you will

I thought you had to create communities within your home instance.

Honestly, at the moment we have so many duplicated communities which end-up empty, that slowing down on "new communities" which already exists sounds like a good idea, see that thread https://sh.itjust.works/post/1283984

I don't think it's the reason, but it still a measure making sense

I disabled this function until I finish the development of some mod tools. If you want to create a new community send one of the admins a PM and we'll get it created for you. I plan on having community creation turned back on again shortly.
