Should have kept them locked up quite clearly. Should probably lock up more garbage that's roaming around with weapons after that.
So they were jailed previously. Not necessarily released in the hostage exchange. And they're still two out of how many?
Yes. They were jailed and should have been kept there. Out of how many? Clearly not enough based on the events of the past few months.
