I would guess a combination of two things:

  1. People who want to defend Israel.

  2. People who don't want to give Israel guns, misreading the comment as implying we should be.

i.e confusion from both sides that causes downvotes.

I assume you mean that, in the context of the meme, a person labeled the US should be handing Krusty a gun to make it more accurate?
