And the people who didn't vote for the government? People who voted for the opposition but didn't win, are they innocent?

Yes, they are innocent. They did not consent to what their elected government is doing, assuming the actions being taken are from representatives they did not vote for.

Hamas got 44% of the vote

Fatah literally fought Hamas for the Gaza strip. https://en.m.wikipedia.org/wiki/Battle_of_Gaza_(2007) they lost. But they really really tried

So I think this paints a picture of a population divided. So all the people under 18 are innocent, we agree on that. And 66% of the adults are also innocent.

That's a lot of innocent people dying right now in the Gaza strip.
