Will Signal ever support this? If not, is there a recommended alternative that is equally secure and does?

If I'm not mistaken, the foss fork of signal (molly) does let you link 2 android devices

Yes, start from Molly v6.31.2-1 it should support linked device.

Molly really is the signal client everyone should use.

Molly can also work along with Signal, if you don't want to loose any history in your primary insall, you can still install Molly on your secondary device and link it to Signal
