I found [this] thread. It looks like you can open the console and type:
dota_enemy_color_r 0
dota_enemy_color_g 0
dota_enemy_color_b 0
and replace the zeros with the corresponding RGB value.
Another post with more information if you like.
Either I'm doing something wrong or the command doesn't work anymore:
huh, it does look like it doesn't work anymore. Maybe you could try something like Nvidia game filter to increase the contrast on screen/shift the colors?
