Wow. Do they do truck-loads of rice as Cash on Delivery there? If he didn't pre-pay, can he just refuse delivery and not pay? No idea what verbal contract laws are in place.

These sorts of deals are usually based on trust. You might pay beforehand, on delivery, or later. But cancelling / not paying will tank your reputation.
