There is a severe lack of long term care facilities for the mentally ill. We just closed them down one day and threw the insane on the street. That's a huge part of the visible problem for sure. Not to say there aren't countless "homeless by circumstance" people that need housing. The "homeless by choice" is definitely a problem also.

On the street or in jail over what would otherwise be trivial legal violations. -like sleeping in public.
