Councilors have established followings on Twitter. They don't want to recreate them elsewhere.
Journalists loooooooove Twitter. Councilors want to be where the journalists are.
It's a culture war battle.

Is ass backwards: journalists covering the city have to be where the councillors are, or they have nothing to write about. Our councillors are kind of pathetic, really....
