If they win they know they can get away with it. And will start more wars. Why would they stop the Nazis didn't stop in ww2 after capturing Poland. Romania probably would be Russias the next target.
This! Surrender a country to feed the hunger for growth of another country never worked in history.
My guess would be Moldova or another round at Georgia
