Putin will kill those dissidents, handing over the list is murder. Anyone who hands over a list of dissidents to an authoritarian dictator deserves to be Luigi'd.

It's awful. It's also sending a message to the world the US is no longer trustworthy with exilers or national secrets*, in general and I'm sure there's some Putin dictatorship strengthening in the message too.
