How are people selling items in the steam marketplace, and for some items, why? (self.dota2)

To expand on my title, I see the darkest dungeon announcer and megakill for sale in the marketplace. My understanding is they had to pay for those items directly in order to buy them, and leave the item bundled so as to sell them on the marketplace. Does that mean that people are buying some of these items in the hopes that they can resell them for more later? Or are they somehow able to rebundle items they purchased directly, to sell it for steam creds?

You can't rebundle items, but between random drops, events, and market/trading activity theres a lot of ways to aquire a skin. So for example, maybe someone traded for a skin, and as part of the deal, the other person bought them a voice line. Alternatively, it could be something as simple as someone buying a skin, not using it, and reselling it later.
