The latter sentence depends on the country and situation. I don't think it is generally true. What is "natural inclination" anyway? Pay a lot and maybe people will naturally become inclined to apply?
Not everyone has the right mindset or natural skills to be a surgeon or a software engineer or a cgi artist, etc. Jobs tend to cluster in geographic locations but the best people for those jobs aren't all necessarily born there.
